KKTC Cumhurba\u015fkan\u0131 Ersin Ta\u015far taraf\u0131ndan 28 Haziran 2026&#8217;da imzalanan bu \u00e7\u0131\u011f\u0131r a\u00e7an yasa, yabanc\u0131 m\u00fclk al\u0131mlar\u0131na 10 milyon avroluk s\u0131k\u0131 bir \u00fcst s\u0131n\u0131r getiriyor ve daha da tart\u0131\u015fmal\u0131 bir \u015fekilde, 2023&#8217;ten bu yana 5 milyon avroyu a\u015fan t\u00fcm i\u015flemler i\u00e7in geriye d\u00f6n\u00fck adli incelemeler zorunlu k\u0131l\u0131yor. Bunun an\u0131nda yaratt\u0131\u011f\u0131 sonu\u00e7, \u0130skele, Alak\u00f6pr\u00fc ve Lefko\u015fa gibi \u00f6nemli geli\u015fim merkezlerindeki 2.300&#8217;den fazla emlak ilan\u0131n\u0131 fiilen donduran \u015fa\u015f\u0131rt\u0131c\u0131 bir 10 milyon avroluk hukuki duvar oldu.<\/p>\n<h3>E\u015fi Benzeri G\u00f6r\u00fclmemi\u015f K\u0131s\u0131tlamalar ve Geriye D\u00f6n\u00fck \u0130nceleme<\/h3>\n<p>63\/2026 Say\u0131l\u0131 Kararname-Kanun&#8217;un \u00f6z\u00fc, ikili etkisinde yat\u0131yor: gelecekteki yabanc\u0131 yat\u0131r\u0131mlara sert bir \u00fcst s\u0131n\u0131r ve ge\u00e7mi\u015fteki y\u00fcksek de\u011ferli anla\u015fmalar\u0131n geriye d\u00f6n\u00fck incelenmesi. Bu hamle, \u00f6zellikle Kuzey K\u0131br\u0131s&#8217;\u0131n son emlak patlamas\u0131n\u0131 k\u00f6r\u00fcklemede etkili olan yabanc\u0131 yat\u0131r\u0131mc\u0131lar aras\u0131nda \u015fok dalgalar\u0131 yaratt\u0131. Bu kararnamenin yaln\u0131zca KKTC topraklar\u0131 i\u00e7in ge\u00e7erli oldu\u011funu ve K\u0131br\u0131s Cumhuriyeti \u00fczerinde hi\u00e7bir etkisi olmad\u0131\u011f\u0131n\u0131 belirtmek \u00f6nemlidir.<\/p>\n<p>Yeni kararnamenin temel h\u00fck\u00fcmleri \u015funlar\u0131 i\u00e7eriyor:<\/p>\n<ul>\n<li>T\u00fcm yeni yabanc\u0131 m\u00fclk al\u0131mlar\u0131nda 10 milyon avroluk bir \u00fcst s\u0131n\u0131r.<\/li>\n<li>2023&#8217;ten bu yana tamamlanan 5 milyon avroyu a\u015fan t\u00fcm yabanc\u0131 m\u00fclk i\u015flemleri i\u00e7in zorunlu geriye d\u00f6n\u00fck adli incelemeler.<\/li>\n<li>Yabanc\u0131 al\u0131c\u0131lar\u0131n art\u0131k KKTC \u0130\u00e7i\u015fleri Bakanl\u0131\u011f\u0131&#8217;ndan 14 g\u00fcnl\u00fck s\u0131k\u0131 bir s\u00fcre i\u00e7inde zorunlu izin almalar\u0131 gerekmektedir.<\/li>\n<li>Uygunsuzluk durumunda, al\u0131c\u0131lar i\u00e7in varl\u0131k haczi ve emlak komisyoncular\u0131 i\u00e7in potansiyel hapis cezas\u0131 dahil olmak \u00fczere a\u011f\u0131r cezalar.<\/li>\n<\/ul>\n<h3>Piyasa \u00c7\u00f6k\u00fc\u015f\u00fc: Olumsuz Etkilerin \u015eelalesi<\/h3>\n<p>63\/2026 Say\u0131l\u0131 Kararname-Kanun&#8217;un an\u0131nda yaratt\u0131\u011f\u0131 sonu\u00e7lar h\u0131zl\u0131 ve dramatik oldu ve KKTC emlak sekt\u00f6r\u00fc i\u00e7in kasvetli bir tablo \u00e7izdi:<\/p>\n<ul>\n<li><strong>Yeni Taleplerde D\u00fc\u015f\u00fc\u015f:<\/strong> Yeni yabanc\u0131 taleplerde %40&#8217;l\u0131k keskin bir d\u00fc\u015f\u00fc\u015f g\u00f6r\u00fcld\u00fc, bu da yat\u0131r\u0131mc\u0131 g\u00fcveninde \u00f6nemli bir kayba i\u015faret ediyor.<\/li>\n<li><strong>Yat\u0131r\u0131m Anla\u015fmalar\u0131 Yava\u015flad\u0131:<\/strong> KKTC emlak komisyoncular\u0131, piyasadaki anl\u0131k felci yans\u0131tan yat\u0131r\u0131m anla\u015fmalar\u0131nda %50&#8217;lik bir yava\u015flama bildiriyor.<\/li>\n<li><strong>M\u00fclk \u0130ptalleri Artt\u0131:<\/strong> M\u00fclk iptallerinde endi\u015fe verici bir %30&#8217;luk art\u0131\u015f, al\u0131c\u0131lar ve sat\u0131c\u0131lar aras\u0131ndaki yayg\u0131n belirsizli\u011fi ve endi\u015feyi vurguluyor.<\/li>\n<\/ul>\n<p>Etkileri sadece emlakla s\u0131n\u0131rl\u0131 de\u011fil. KKTC turizm yetkilileri, kararnameyi &#8220;patlama ve \u00e7\u00f6k\u00fc\u015f&#8221; tetikleyicisi olarak nitelendirerek ciddi endi\u015felerini dile getirdiler. 2026 Haziran&#8217;\u0131nda 1,2 milyona ula\u015fan ziyaret\u00e7i ak\u0131\u015f\u0131n\u0131n, 2026 Aral\u0131k&#8217;\u0131na kadar 800.000&#8217;in alt\u0131na d\u00fc\u015febilece\u011fi ve adan\u0131n hayati turizm end\u00fcstrisine ciddi bir darbe vurabilece\u011fi konusunda uyar\u0131yorlar.<\/p>\n<h3>H\u00fck\u00fcmetin Gerek\u00e7esi ve Ele\u015ftirmenlerin Endi\u015feleri<\/h3>\n<p>KKTC h\u00fck\u00fcmeti, kararnamenin amac\u0131n\u0131n &#8220;piyasay\u0131 istikrara kavu\u015fturmak&#8221; ve &#8220;hukuki belirsizlikleri ve komisyonculara kar\u015f\u0131 a\u00e7\u0131lan davalar\u0131 ele almak&#8221; oldu\u011funu belirterek kararnameyi savundu.
